NEPA-PRO Tradesmen is structured deliberately: NEPA-PRO LLC operates the labor staffing platform; every tradesperson is a vetted independent 1099 subcontractor who has signed a six-document onboarding packet; and every customer accepts a three-document booking-protection packet at checkout. Each document does one job — that's how we keep the model rock-solid without contradictions.

Platform & Vetting

NEPA-PRO LLC is a Pennsylvania platform that vets, dispatches, and processes payment. Every dispatched tradesperson is a verified independent contractor with active license, insurance, and background check on file before their first job.

Subcontractor Packet

Six documents establish the 1099 relationship: master agreement, tax info, FCRA-compliant background authorization, banking, credentials & insurance proof, and field-conduct standards. No tradesperson is dispatched without the packet countersigned.

Customer Protections

Three documents cover the customer side: master service terms, jobsite safety attestation (with hazardous-material disclosure and PA One Call utility marking), and a liability waiver capping risk per booking. Accepted at Stripe checkout; signed copies available on request.

Worker Onboarding · 1099 Subcontractor Packet

Six documents. Every subcontractor signs all six.

Before any job dispatch, every tradesperson on the NEPA-PRO Tradesmen platform completes the full onboarding packet. Each document covers a single, distinct legal or operational purpose — there is no overlap, no redundancy, and no tradesperson skips a document.

Subcontractor Master Agreement

Establishes the 1099 independent contractor relationship: scope, compensation, the subcontractor's insurance requirements, mutual indemnification, confidentiality, 12-month non-solicitation, term & termination, and dispute resolution under Pennsylvania law.

NPSA-002 · 2 pages · v1.0

W-9 Tax Information Form

Substitute IRS Form W-9 — collects taxpayer identification (SSN or EIN), federal tax classification, and the certification under penalty of perjury required for NEPA-PRO LLC to issue the annual 1099-NEC.

NPSA-003 · 4 pages · v1.0

Background Check & MVR Authorization

Standalone FCRA-compliant disclosure and authorization for criminal history, motor vehicle record, identity verification, and license-validation checks. Required to be a separate document by federal law.

NPSA-004 · 2 pages · v1.0

Direct Deposit Authorization

Bank account information and Nacha-compliant ACH credit/debit authorization so that NEPA-PRO LLC can issue weekly compensation payments and recover any deposit credited in error.

Credentials & Insurance Verification

Operational compliance record: trade license numbers and expirations, specialty certifications (OSHA-30, EPA 608, AWS/ASME welding, NCCCO crane, etc.), insurance carrier & policy data, and 7-day change-notification commitment.

Field Operations & Safety Acknowledgment

Day-to-day standards on customer jobsites: minimum PPE, OSHA self-compliance, drug- and alcohol-free policy, conduct on customer property, stop-work authority, 24-hour incident reporting, quality & documentation requirements.

Customer Documents · Booking Protections

Three documents. Accepted at checkout, signed on request.

Customers accept these three documents by submitting payment through Stripe checkout — they're incorporated by reference into every booking. Wet-signature copies are available for general contractors, property managers, and commercial customers who maintain a paper file for every engagement.

Customer Service Agreement & Terms

Master booking terms: service description, what's included and what's excluded (engineering, permits, materials, hazmat remediation), payment, overtime, cancellation tiers, customer obligations, AS-IS labor disclaimer, 30-day workmanship warranty, and Pennsylvania governing law.

Jobsite Safety Attestation

Customer's pre-dispatch certification: PA One Call (811) utility marking, hazardous-material disclosure (asbestos, lead, mold, PCBs, oil tanks), site access, lighting, on-site contact, and acknowledgment of the tradesperson's stop-work authority for unsafe conditions.

Liability Waiver & Indemnification

Allocation of risk: customer indemnification for undisclosed jobsite conditions; liability cap equal to the booking amount; exclusion of consequential damages; 30-day claim notice; mediation, optional binding arbitration in Scranton, jury-trial and class-action waivers.

Once you've completed any document above, return it by email to service@nepa-pro.com with the document code in the subject line (for example: "NPSA-001 — Jane Doe"). Mailed copies are also welcome at our Clarks Summit office. Subcontractor packets must be received and countersigned by NEPA-PRO LLC before any job dispatch; customer packets are typically accepted at Stripe checkout, with signed copies kept on file by request.
